Keeping Track of Law, Rules, and Regulations

United States Federal Government


As you should be aware, there are 3 branches to the federal government of the United States (U.S.) of America: Legislative, Executive, and Judicial.  govinfo.gov provides access to anything from any branch of the United States Government.

United States Code, maintained by the House of Representatives, contains the Legislation passed by the United States Congress.

The document collecting the  is the Code of Federal Regulations, maintained by the Government Printing Office, contains the regulations developed by the President and his agencies.

The Federal Register, published daily, contains notifications of proposed and new laws and regulations and other federal government publications and processes.

Unified Agenda of Regulatory and Deregulatory Actions and the Regulatory Plan- this is brand new to me and an interesting feature published in the Federal Register.  It is in response to Executive Orders 12866, 13771, and 13777 as well as the Regulatory Flexibility Act (5 USC 602).

Hawaii State Government

The Hawaii Constitution contains the basic idea(l)s of how Hawaii operates. This is purely narrative.  Every ten years on Election Day a vote is held for a Constitutional Convention.  The Last Convention was held in 1978.

Hawaii Revised Statutes contain the state laws.

Hawaii Administrative Rules contain the State regulations, rules, and some planning documents.  For example HAR 11-451 is the State Contingency Plan.


City and County of Honolulu Government

Revised Charter of the City and County of Honolulu 1973 (2017 edition), maintained by the Department of the Corporation Counsel (CCH's lawyers).

Revised Ordinances of Honolulu, maintained by the Office of Council Services (City Council's research librarians).

Have to point out that this provides an educational opportunity for children regarding the English language and word spellings and meanings, as well as fun new vocabulary words like homonym, homophone, homograph, and heteronym.  Or will drive my 5 year old to scream "It's too hard!" and lock himself in his room.  He does not find to, two, and too anywhere near as amusing as I do, and would absolutely not enjoy a discussion of council and counsel.
